WhatsApp Campaign Cost for 10,000 Contacts in India 2026
What a 10,000-contact WhatsApp campaign really costs in India: Meta fees, GST, platform markup, undelivered messages, replies, staff time, and the sales you need to break even.
A marketing blast to 10,000 contacts costs ₹8,631 in Meta fees, or ₹10,185 with 18% GST. That is the number most pricing pages quote. It is also the cheapest part of the campaign.
The real cost depends on how many messages are delivered, what your platform charges on top of Meta, what happens when customers reply, and how many hours your team spends answering them. This guide builds the budget line by line so you can plan before you send.
Quick answer: Budget about ₹12,000 to ₹16,000 for sending 10,000 marketing messages through a typical Indian platform, GST included. Add roughly ₹17,000 of team time if 5% of contacts reply. Your total will move with delivery rate, platform plan and reply volume.
What Meta charges for 10,000 marketing messages
Since July 2025, Meta bills the WhatsApp Business Platform per delivered message, not per 24-hour conversation. For India, a marketing template costs ₹0.8631 per delivered message.
| Item | Calculation | Cost |
|---|---|---|
| Meta fee, 10,000 delivered | 10,000 × ₹0.8631 | ₹8,631 |
| GST at 18% | ₹8,631 × 0.18 | ₹1,553.58 |
| Total with GST | ₹10,184.58 | |
| Per 1,000 messages with GST | ₹1,018.46 |
Meta revises these rates from time to time. The marketing rate rose about 10% from ₹0.7846 earlier, so confirm the current figure in Meta's rate card before you quote a client.
Why you will not pay for all 10,000
You are charged only for messages that are delivered. If 10% fail, the Meta fee falls with them:
| Delivered | Meta fee | With GST |
|---|---|---|
| 10,000 (100%) | ₹8,631 | ₹10,185 |
| 9,000 (90%) | ₹7,768 | ₹9,166 |
| 8,000 (80%) | ₹6,905 | ₹8,148 |
| 7,000 (70%) | ₹6,042 | ₹7,129 |
Lower spend sounds good, but 2,000 undelivered messages means 2,000 customers who never saw your offer. Common causes:
- Per-user marketing limits. Meta caps how many marketing templates one person can receive from all businesses in a period. When a contact hits it, your message fails with error 131049.
- Messaging tier limits. A new number can message only a limited number of unique contacts per day. The tiers are 250, 2,000, 10,000, 100,000 and unlimited. Since October 2025 the limit applies across your business portfolio, not per number.
- Invalid, inactive or opted-out numbers in an old list.
At the 250-contact tier, 10,000 contacts would take 40 days. At 2,000 it takes 5 days. At 10,000 you can send in one day. Plan your launch around your current tier.
What your platform adds on top of Meta
Most Indian businesses use a business solution provider (BSP) rather than Meta directly. A BSP charges a monthly plan fee, a per-message markup, or both. Plan fees and markups vary widely by provider, and many pricing pages do not show the full picture. Get the all-in per-message price in writing, with and without GST.
The full budget for 10,000 contacts
These two scenarios use assumptions you should replace with your own:
- 90% of messages delivered.
- 5% of contacts reply (500 chats).
- Each chat takes about 4 agent messages and 10 minutes of staff time.
- Staff time is valued at ₹200 per hour.
- Platform plan of ₹1,500 per month (lower case) or ₹2,499 per month plus ₹1.09 per message (higher case). These are illustrative figures, not quotes.
| Line item | Lower case | Higher case |
|---|---|---|
| Marketing messages (9,000 delivered) | ₹7,768 | ₹9,810 |
| Platform plan fee | ₹1,500 | ₹2,499 |
| Replies and follow-ups beyond the free allowance* | ₹115 | ₹115 |
| Subtotal | ₹9,383 | ₹12,424 |
| GST at 18% | ₹1,689 | ₹2,236 |
| Cash cost with GST | ₹11,072 | ₹14,660 |
| Staff time (about 83 hours) | ₹16,667 | ₹16,667 |
| All-in cost | ₹27,738 | ₹31,327 |
| All-in cost per contact | ₹2.77 | ₹3.13 |
*Meta's change from 1 October 2026 makes service messages and utility templates sent inside the 24-hour window chargeable. Reports say the first 1,000 service messages per phone number each month stay free, with no allowance for utility templates. The ₹115 assumes 1,000 chargeable messages at about ₹0.115 each. Confirm the exact rate and allowance in Meta's pricing documentation, as I could not open Meta's own page.
The point of this table is the staff row. If your team handles replies by hand, labour can cost more than the messages. Reply volume also scales fast:
| Reply rate | Chats | Staff hours | Staff cost |
|---|---|---|---|
| 2% | 200 | 33 | ₹6,667 |
| 5% | 500 | 83 | ₹16,667 |
| 10% | 1,000 | 167 | ₹33,333 |
A high reply rate is the goal of a campaign, so budget for it and consider automating first-line answers.
Costs people forget
- List cleaning and consent. Messaging contacts who never opted in raises block and report rates, which hurts your quality rating and delivery. India's DPDP Act also puts consent obligations on you.
- Template approval and creative. Meta must approve each marketing template, and rejected templates delay launch. Budget time for design and a second draft.
- Click-to-WhatsApp ads. If you drive contacts through ads, replies that start from these ads can fall in a free entry-point window, but the ad spend itself is separate.
- Failed sends and retries. Rebuilding a list after a poor first send costs more than cleaning it once.
Can you do it for free with the WhatsApp Business app?
You can reach fewer people. A broadcast list holds up to 256 recipients, and each recipient must have saved your number to receive it. For 10,000 contacts that means about 40 lists, plus the work of getting everyone to save you first.
Unofficial bulk-sender tools look cheaper because they skip Meta's fees. They move the cost into risk: WhatsApp can restrict or ban a number that sends bulk unsolicited messages, and you lose your customer channel with it. For a business number you depend on, that is not a saving.
How to cut the cost without cutting results
- Clean the list first. Remove numbers with no opt-in, no recent engagement or a failed past delivery.
- Send in batches. Match daily volume to your messaging tier and watch the quality rating.
- Segment. A message to 3,000 interested contacts often converts as well as one to 10,000 cold ones.
- Use utility templates for transactional updates. They are priced lower than marketing templates.
- Automate the first reply so staff time goes only to buyers.
- Ask your provider for the full price in writing, including markup, plan and GST.
Is it worth it? A break-even example
Suppose your all-in cost is about ₹27,738 to ₹31,327 and each sale earns ₹500 in margin.
- Break-even needs about 56 to 63 sales.
- That is 0.55% to 0.63% of your 10,000 contacts.
If your list is warm and your offer is clear, that is a realistic target. If your list is cold or old, fix the list before you scale the spend. Plug in your own margin and reply handling cost, because the answer swings with both.
